Research shows that including students with disabilities in mainstream public school classrooms benefits everyone.
In 1975, the Education for All Handicapped Children Act (now IDEA) guaranteed children with disabilities the right to attend U.S. public schools. Schools had to provide a Free Appropriate Public Education (FAPE) and create IEPs for eligible students. Congress intended the federal government to pay up to 40% of the extra cost of special education, but it has never reached that level (I believe it’s at 12-13% in Idaho right now), leaving states and local school districts to cover much of the cost.
Some people want to see ROI (Return on Investment Data) for investments in special education. It is well established that special education funds that allow for integration in regular classrooms increase both high school graduation rates and college attendance rates. It is also well established that high school graduation and college attendance increase level of employment and pay rates. Hence, there would be additional tax revenues at the state level in addition to other societal contributions made by well educated citizens.
